Changes to the operations included installation of Lowest Achievable Emission Rate (LAER) air quality control (AQC) technology. New regulations for glass furnaces adopted by the San Joaquin Valley Unified Air Pollution Control District required the replacement of the existing electrostatic precipitator for paniculate control with a new and modern Air Quality Control (AQC) system for reduction of sulfur oxides (SOx), particulate matter (PM), and nitrogen oxides (NOx).

Figure 3 below depicts a typical control system for use with oxygen and natural gas. Appropriate distribution pipework must be installed from the oxygen and fuel sources to each burner. The back-of-burner safety hardware includes local, manually operated valves, to ensure that fuel and oxygen can be locally shut off during burner installation and removal. The main bottleneck to increasing production was the furnace, and because of the space constraints imposed by the surrounding building, it was not possible to increase the footprint of the furnace during the next rebuild. Typically the furnace was operating at its maximum capacity, and therefore even small process upsets had the potential to cause significant production disruptions to downstream processes. As a single furnace operation even the smallest disruption could jeopardize customer deliveries.
