[178] Lincoln thought that the Declaration of Independence expressed the highest principles of the American Revolution, and that the Founding Fathers had tolerated slavery with the expectation that it would ultimately wither away. [10] For the United States to legitimize the expansion of slavery in the Kansas-Nebraska Act, thought Lincoln, was to repudiate the principles of the Revolution.

These acts are considered a significant cause of the American Revolutionary War. A person had to have a lot of capital to buy machines and open a factory. Representatives and direct taxes shall be apportioned among the several States which may be included within this Union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three fifths of all other persons. [The preceding portion in italics is amended by the Fourteenth Amendment, Section 2.] The actual enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of ten years, in such manner as they shall by law direct.
